Mansfield’s next City Hall is taking shape, but the project is designed to become much more than a new place to conduct city business. Rising near Heritage and Regency parkways, the 68,000-square-foot facility will serve as a civic anchor for The Canals, a larger mixed-use district planned around the idea of bringing people together to live, work, and spend time. The new building will provide about 28,000 more square feet than Mansfield’s current City Hall on East Broad Street. City staff is expected to begin moving into the new facility in spring 2027.

The move reflects just how much Mansfield has changed since the existing City Hall opened in 2002. That building was designed with roughly 20 years of growth in mind, a window the city has now surpassed. As Mansfield’s population and municipal needs have grown, city leaders have looked for a facility that can accommodate current employees while providing room for future needs. The new City Hall is intended to address that challenge while creating a more community-focused setting for residents.

Community space is a major part of the design. Plans include a Great Lawn of more than 9,200 square feet for city events, along with a round drive equipped to accommodate food trucks during gatherings. Rather than functioning only as an office building, the city describes the project as a “third place” where residents can attend events, gather, and connect with their community. That approach reflects lessons from events at the existing City Hall, where the city says attendance has outgrown the available space.

Construction has continued to reach visible milestones. In September, an approximately 30-foot-tall bell tower made its debut at the site, creating one of the building’s most recognizable architectural features. The project remained on schedule as city staff began planning the transition into the new building, and City Council approved purchases for furniture, fixtures, and equipment. Those expenses are included within an overall project budget of $77.9 million, according to the city.

City Hall will also become part of a much larger vision surrounding the site. The Canals have been envisioned as a 200-plus-acre, walkable mixed-use destination incorporating offices, housing, restaurants, retail and public gathering areas. Concept plans have included distinctive water features such as a river canal loop, boardwalk plaza and six-acre lake, although development plans continue to move through the city review process. In October 2026, public hearings were scheduled on a zoning proposal covering approximately 153 acres for commercial, residential and institutional uses in the area bounded by East Broad Street, Matlock Road, Heritage Parkway and Regency Parkway. The City Hall site is intended to provide the civic centerpiece around which that broader district can develop.

The project also represents another step in Mansfield’s effort to create destinations that combine everyday services with places people actually want to spend time. While residents will still visit City Hall to handle municipal business, the outdoor spaces and surrounding development are meant to give them reasons to stay beyond an appointment or meeting. The city has described the larger vision around The Canals as a town center focused on walkability, gathering spaces, dining, retail, and community events. As those pieces develop, the area could become another destination connecting Mansfield’s rapid growth with a stronger sense of place.

The move will also create changes elsewhere in Mansfield. As part of a property exchange with Mansfield ISD, the school district plans to move staff into the current City Hall after the city relocates. Meanwhile, the new facility at Heritage and Regency Parkways will begin a different chapter for city government and the surrounding area. By pairing municipal services with gathering space and positioning City Hall within a future mixed-use district, Mansfield is building not just for the needs of today, but for the community it expects to become.

As the project moves forward, a new civic district will emerge around City Hall, creating another destination for community events, business, and everyday life. The development also allows Mansfield to shape growth intentionally, supporting future investment while giving the community a stronger connection to the city’s evolving center. Construction updates and information about the future City Hall are available through the City of Mansfield.
